Victor Salgado is a retired military professional, educator, and community leader with more than two decades of experience in leadership, mentorship, and public service. His career reflects a consistent commitment to developing people, strengthening organizations, and serving his community with integrity and purpose.

​

During his military service, Victor held multiple leadership and instructional roles, where he managed teams, led operational projects, and trained young Marines and Sailors. As an instructor at NAS Pensacola, he taught basic electronics and aviation maintenance while also serving as a primary mentor for his students. He supported them academically, professionally, and personally, helping them navigate challenges and prepare for successful military and civilian careers. In addition, he served as a Command Financial Specialist, providing guidance on budgeting, debt management, and long-term financial planning to help service members build financial stability and confidence.

 

Following his retirement from the military, Victor continued his public service career with the City of New Bern, first as a Customer Service Representative and later as an Energy Management Specialist and Key Accounts Manager. In this role, he worked closely with business leaders, community organizations, and municipal departments to strengthen partnerships and improve access to city services. He regularly represented the city at meetings, outreach events, and community forums, focusing on clear communication, problem solving, and relationship building.

Victor has also held supervisory and leadership positions in pharmaceutical manufacturing, where he oversaw daily operations, ensured compliance with strict regulatory and quality standards, and supported continuous improvement efforts. He worked closely with frontline employees and management to strengthen performance, develop talent, and resolve operational challenges. This experience further sharpened his ability to manage complex systems, mentor diverse teams, and align day-to-day work with long-term organizational goals.

Committed to lifelong learning, Victor earned both a Master of Business Administration and a Master’s in Higher Education. His academic background complements his professional experience by providing a strong foundation in organizational leadership, strategic planning, student development, and community engagement. He brings to every role a strong work ethic, a collaborative leadership style, and a genuine desire to help others succeed. As a member of the advisory board, he is committed to contributing thoughtful guidance, practical insight, and steady leadership in support of the organization’s mission and long-term impact.
